The Watch is charged with keeping order and enforcing the laws of New Haven. They have seven ranks with different responsibilities. These ranks are not dependent on skill, there are Beat Captains who are far better fighters then Watch Captains, but rather the ranks are about trustworthiness and skills.

Constables are the lowest rank in the Watch. These uniformed men and women patrol the streets responding to cries of help from the citizens of Haven. They are often mercenaries, spending time in the Watch for three squares and a bed. Oftentimes, they are corrupt and much of the higher rank's work is finding and removing corrupt Constables.

Beat Captains are in command of Constables. The Beat Captains are often canny fighters with experience in leading teams of soldiers but they are still often mercenaries and not completely trusted by the District Captains and the Guard Commanders.

Watch Captains are nominally in command of the Beat Captains but in reality, they mostly call upon the Beat Captains for support. In each district there are one or two teams of trusted Watch Captains assigned to deal with investigations and odd problems in the district. Typically, a team has four or five problems ongoing at a time. Usually, only one or two members of a team are actual Watch Captains, the rest are Thieftakers, Royal Guild liaisons, and Watch Chaplains.

The Guard Commanders are in charge of a district under a District Captain. They coordinate the work of the Watch Captains and the Beat Captains. While politics can and do influence them, they are considered extremely trustworthy after a purge a few years ago after the fall of the Thieves Guild revealed some highly corrupt Commanders.

The District Captains are the highest level of Guard who actually does day to day work in the Watch. They gather resources from the Royal Guild and the military and coordinate them with the Watch Captains.

The High Captain is a political appointee by the King and confirmed by the House of Lords. The current High Captain is Lord Peter Brunswick, a sniveling weasel who works as little as possible.

The Watch Chaplains are a group of clerics who work for the Watch.

Resources that a Watch Captain can call upon:
Beat Captains and Constables
Low level support from the Royal Guild
In case of extreme dire emergency (ie the Outer Gates have opened), the Army and the Navy can provide support.
